As the Program Co-Chair Ginsberg will present: "ESA & NEPA Update"; moderate "Columbia River FCRPS BiOp Panel: Federal Columbia River Power System Affects 13 Species of ESA Protected Fish; Mitigation Measures; Whole Resource Management; Current Litigation"; and serve as a panel member for “Recent Issues Involving Coal & Oil Exports.” Morgan will present "Magnuson-Stevens Fishery Conservation & Management Act." Campbell will co-present "Puget Soundkeeper v. EPA: The Battle Over Washington’s Fish Consumption Rate."

Fish have always been a source of sustenance and livelihood for the Pacific Northwest. Over the past 150 years, habitat alterations, hydroelectric development and harvest pressure have impacted salmon and steelhead populations in the Pacific Northwest and the people and industries that depend on them. To help mitigate these impacts, hatcheries have been used to supplement declining fish populations, and hydro operations have been completely over-hauled so that a robust and healthy salmon population can continue to co-exist with the region’s valuable renewable hydropower system.

The context for fish management has changed dramatically in the last two decades with an increasingly complex legal structure under a variety of laws including the Endangered Species Act, the Clean Water Act, the Magnuson -Stevens Fishery Conservation and Management Act and the National Environmental Policy Act interacting with new scientific information, climate change, increased abundance of salmon, and changing public expectations.
